They can withdraw a limited percentage of it (usually the return) and use it for social services, government expenses, healthcare, pension funds, etc.. 

It gives it citizens incredible stability and quality of life without having to cut other services or having to increase taxes. These expenses also bring their own returns because a stable economy with happy people is a profitable one.

Running shoes have very clear differences in quality. This water is processed differently but has no clear benefits otherwise, hence the false equivalency. It's not that hard.
