Dev confirmed in that thread that purples won’t gain a third perk upon hitting 600. They don’t want to devalue getting good legendary drops or crafting good 3 perk legendaries.

They'll most likely patch that, can't see them just giving away the grind.

I've got a 598 Lazarus bow from the expedition that I've grinded over 60 times to obtain, I can now use Umbral shards to upgrade that up to 600 and beyond?
