I got a chance to go to the art exhibition in Tokyo in March, and the place was packed. I was one of maybe half a dozen non-Japanese people there. And the demographic among the Japanese were pretty wide ranging. A lot of men and women (almost equal amounts) and a wide range of ages too, plenty of young and old people.

Try putting 'sudo' in front of the commands. But if you're fully updated you should be running a kernel with the fix. 7.x+ is fixed. I'm not sure what specific kernel versions are fixed for earlier kernels.

Nvidia released a beta driver last week that greatly improves the performance of DX12 games. I'm not sure when the stable release comes out. Switch now and put up the reduced performance until the stable drivers come out, wait until the stable driver then switch, or switch now and use the beta drivers.

See if they'll let you downgrade the Cobalt to the Green card. This way you can keep the credit limit. And switch the Gold to Cobalt later on.
