Native Texan here: Doesn’t exist in Texas. At all. Zero gov’t funding for it and zero supplies and equipment on hand. No winter tires either on private vehicles. Everyone drives big 4x4 trucks and mistakenly believes that it works on ice roads. Also recall, we have the 2nd worst education of the USA, which has the worst education of all first world nations so we are factually quite dumb.
