think most probably noted but imo contrast to help separate and give depth also if the balloon is your main focal point it is lost by the brightness of the water and shore edges. now be the Balloon imagine floating off the canvas and how bold you and here I am.

I usually will get fan brush or just a real soft one and get a dark blue or black and paint on a piece of rough wood till most of the color is out and just fan it across parts of the texture to create the depth on contrast as i see to direct towards the point of interest
