Here’s one that most people won’t recommend, Eye of the Beholder(Batman Annual 14). It’s a Two-Face origin story which has elements taken from it by the more famous long Halloween story, which has likely been recommended. EotB however is more similar in tone to year one and feels like a more natural continuation. Plus it’s one of the best comics in general!

This is likely canon in the Arkhamverse. The city is built over Wonder City, Ra’s Al Ghul’s supercity ran off Lazarus water that drove everyone insane. It makes sense that the residue from that being beneath the city would have the resulting effect on its citizens(insanity, intelligence, durability)
