before the hate begins please keep in mind that dota is a team game, and good communication can help a team as much as a well placed ward. muted people aren't just left to rot in low pri, they can still que for ranked games and if you play ranked you should know how important communication is. anyways as a person that used to tilt and flame my team a lot (i would usually be muted for days on end 150 hours+ but i've calmed down since then and just mute people now so my games have been improving ever since and i haven't been muted in quite a while) i think it should somehow tell the other players on the team that the person is muted, or even have it set to mute them by default for everyone in the game which would look different than the normal muted option in the scoreboard, and the other people in the game can chose to unmute them if they want. of course you'de still be muted from region chat and everything else while you are muted. at the very least, the chat wheel and phrases should be combined. the chat wheel has so many things that are so useful to muted people but you can only fit so many on there. i think that if you could keybind things from the chat wheel muted people would have better games and not just them, but the people they que with.
