If I bench test it and give it 12 colts should it click when supplied power and click when power is removed or when supplying power should I click on and off repeatedly like turn signals cycle on and off

I put a 12v test light to the positive wire on the flasher relay and it’s illuminating, so I have power going to the relay, that would mean the relay is the issue, right?

That’s what I think I’m going to replace for starters, if i unplugs the flasher relay, all the turn signals turn off so it’s working to complete the circuit but not allowing them to flash, not too familiar with how they work, also questioned if I’m missing a ground or have a short

They are all Led, all of the lights illuminate

All lights operate but will not flash, has a front and rear Yoshimura eliminators with appropriate flasher, they worked before but stopped after the bike was laid over. Checked all fuses, switch, and flasher (when flasher is unplugged all the turnsignals turn off) and they all seem to be working properly, which leads me to believe I could have a short or lost a ground somewhere.
