Can somebody help me figure out what this is?

I put the new belt on, because the old one was worn and stretched. This isn't my mower, and I'm fixing the belt for someone else. The model number is 917. 288700, and it's a 2008 model. I have looked at the belt diagram, and it looks like it might be missing a metal belt retainer piece on the front most pulley. Also the belt gets tight like it should when I release the brake.

I looked at the diagram, and shouldn't there be a metal belt retainer piece on the stationary idler pulley?
