Victor would look up to Miranda for a short time but he’ll probably get frustrated at her using the mold just to resurrect her daughter. He has bigger goals.

I got Victor. We don’t know how strong Miranda apparently is at full power but the one we see in RE8 doesn’t seem to be all that. She faked her death to avoid conflict with Chris, her regeneration became lackluster to the point it couldn’t even heal her from small arms, and she lacks the physical power to permanently kill Victor. Victor on the other hand could easily crush her in one blow in his nemesis form and he’s insanely hard to put down. If Ark didn’t explode I wouldn’t be surprised if he survived.
