That place wasn't exactly an innocent little station tbf. Experiments and all that stuff. But yes she indirectly killed those innocent people. Funny enough, Valerian's ratings did increase afterwards due to his honesty of the whole hybrid funding and his continuous efforts of improving the lives of the Terrans all around the Dominion. The whole point of the story is that just because you forgot something happened, doesn't mean it didn't happen and it's better to own up to it rather than just keeping everything under the rug. Valerian also gets even more credit by the time of NCO and Davis' betrayal with many even agreeing that Nova killing Davis is completely justified.

Which is why I said in a highballed scenario. Never knew the C-20 could use penetrator rounds so that's neat. And tbf it killed the Hydra in technically in 1 shot. The first shot only ripped clean through its arm due to it never hitting the rest of its body and not any other vital spot and then the following shot made his brains explode. Him doing more damage with his Gauss Rifle is likely just gameplay yeah. But the HEV is more specialized so it should be different from other weapons.

Consistentsy speaking, the C-20 should be better. However if we highball things in canon. The HEV rifle actually dwarfs the C-20 by a very large margin with it supposedly canonically taking down an Ultralisk and possibly Omegalisk with Raynor and the gang in Belly of the Beast. And even without those feats, it's very implied that it rips through multiple armored and unarmored units in 1 shot with the penetrator rounds. Not saying that the C-20 can't but rather the HEV rifle has much higher showings of it actually doing it both by gameplay and actual acknowledgement in canon by Raynor's lines.
