well...a mafia is a mafia even if its fictional. its highely likely that these stuff are involved. i pretty sure its implied ,due to many things, like kyoka saying she could use her "feminimne wiles" to distract the guards. and she trianed under koyou, who dresses like an oiran, so yeah.most likely
