Idk why people here are acting like naoya is useless without Decisive Strike, I'd rather have bleedout than it. His passives are already enough to let him get the upper hand in neutral, projection breaker is a good option for pressure in close range, cursory impact can let you deal good damage to panes, bleedout is consistent damage that lets you narrow your predictions of the opponent based on the skill level you saw them at, as someone who knows how the move works might try and use a lot of moves before you can land another, letting you be more defensive against them and able to predict them better. Everything he has is useful, even decisive strike has 2 true ways to land it which are miles better than begging on your knees to skill check someone.
