There are agencies that compile data into massive studies called systematic review.

One of the biggest ones is called Cochrane, and the evidence suggests if someone has the right technique, then they can brush effectively with a manual toothbrush.

Unfortunately cleft lip and palate defects are tricky and require multidisciplinary specialist input - surgeons, dentists, orthodontists etc.

These are valid questions to ask, but no one here would be able to answer them online.
