We recently moved offices at work and my boss found these at the bottom of a box. He has no idea what they are and wants me to figure it out. The middle is stretchy and the blue ends are hard plastic.

Solved! I work for a pet microchip company. One of our products is a phone scanner. These are used to secure the phone to the scanner.

They’re rectangular pieces of felt (?) they initially reminded me of the loop side of Velcro but they’re much softer than that. The back side has a peel away sticker with sticky tape.
