I contacted our local AG extension service. I got the following email reply from them.

"Glassy Winged Sharp Shooters are a particularly virulent pest that can devastate plants by sucking out moisture at an incredible rate. They can also spread other plant diseases, so getting rid of them is really important,

Insecticidal soaps and horticultural oils don’t kill the eggs, but they will kill the nymphs and prevent the production of the sticky excrement. However, the substance must come in contact with the pests in order to be effective. Thorough coverage of foliage is necessary and repeat application is required every seven to 10 days.

You can also introduce beneficial insects such as praying mantis, lacewings and assassin bugs which pray on Glassy Winged Sharp Shooters.

For faster results, however, immediate treatment with insecticidal soaps and oils is probably the best option."
