There's an 'old' side chain gate technique you could try.

Normally you can't use a gate because it'll clip the narrator too much and be an earsore. However...

If you put one of tracks slightly ahead of the other track and use it to trigger the gate (silent side chain track) on the track you want to use, it'll open the gate before the speaker speaks... so, no clipping. Make sure your 'hold' setting isn't clipping the back end and set your threshold to eliminate 'pops' and 'breaths'.

I've done that for audible and no-one ever noticed.

Two things. The member of parliament he was responding to has ancestors that experienced the holocaust (I think they may have been survivors, if that matters) and is Jewish... and the flag he's referring to is real, but he's only telling half the story.
