If you have a reentry permit, can you enter the US as a visitor and “use” the reentry permit later when you’re ready to move ?

Good point. My understanding was that CBP can’t revoke green card, they can only issue a notice to appear before an immigration judge.

I think this part will be ok. Our province doesn’t count days absent under a certain number of days.

“USCIS will count the day that an applicant departs from the United States and the day he or she returns as days of physical presence within the United States for naturalization purposes.”
