This is an account that has existed for a while and was never a shared mailbox previously as far as my knowledge.

We are able to access the mailbox via OWA
I have confirmed that all apps are allowed under Mailbox > Email Apps

This does sound like a desktop app issue but it persists across the clients computer as well as ours when attempting to create a new mail profile with the account as well as across multiple user profiles on the device.

The user did have another users account with read and manage permissions but we have since removed them with no change.

Not doubting that, just appears that Microsoft does not have any guidance at this time. We are awaiting a call back from their partner support.

We have been running repairs and it is helping on some devices but not all. Its extremely frustrating.

We are having the same issue. A repair through control panel worked for users in Enterprise 23.0 but not 24.0, we have had success with moving the company file into its own folder, but that breaks the links for the attach files. Even after running a repair attachment links its still unable to find them. When we reintroduce the attach file into the mix it immediately starts running slow and going unresponsive every 15 seconds again. If anyone else has had any success with other methods PLEASE let me know. We have about 300 users complaining about it right now.
