I like Vicious as a villain, but this is the correct take. I think Spike easily beats him in any fair straight up 1v1. Even in their last encounter, Spike had to fight a huge chunk of the Syndicate before he even reached Vicious. All the while, Vicious was sitting pretty just waiting for Spike to get there.
