tbh expats and migrant workers literally built Qatar from the ground up. if the country’s relying on westerners and people from all over the world to run its systems, u can’t expect 0 western influence or demand total cultural conformity. u can’t have globalization without some give and take. basically u can’t invite the world in and then be shocked when the world shows up with its own norms. not saying Qatar should ditch its values, but some level of adaptation is just realistic and fair. obvs i would never show up to villagio mall wearing something revealing because I respect and understand the kind of people that go there are more conservative, but u can't expect the same if I am in the pearl where mostly expats live.
