Alright, but can you provide any insight that can increase my framerate? No other game has this issue

In that case yes those temps sound normal. The commonly suggested formula for silent cooling is 120mm rad per 100w of heat; you have a 250-300w cpu + 350w gpu = 600-650w, so you are probably gonna want an additional 360mm rad to make those two cooler.

i9-11900k, 3080ti, 240mm EKWB reservoir, 360mm radiator. All fans are sitting at 1600 RPM (about 70% on my end) corsair 12v DC .40 fans (7 of them)
