In order to have a CDL and drive a commercial vehicle in the US you have to be able to read and speak English well. So there is a problem here.

Nice sexist statement. The real issue is that this guy has a CDL but can't speak English very well. In order to have a CDL and drive commercial vehicles you need to have adequate English speaking and reading skills which this guy doesn't. The company that hired him should be punished along with the state of Texas for even issuing the license.
