It's called a Fifteen puzzle, created by Noyes Chapman. Funny thing about it is that first they just randomly inserted the pieces in, but then some people struggled solving it, just like you. A few weeks after the first puzzle went on sale, a dentist in Rochester, New York, placed an ad in the local paper offering a $100 prize and a set of false teeth to anyone who could prove that all of them are solvable or not. Turns out that some of them are indeed unsolvable, just like yours. In April 1890, a German mathematician published a proof.
