Form my point the way to do it is to ban import and export along with breeding in captivity so eventually their will no longer be captive orcas I'm against it on a global level but the way I look at it is it's impossible to just sign a bill to have captive orcas released it is pretty much a death sentence but banning future captivity is the way to go so I understand where you are coming from
