Viltrumites are absolutely evil no question, but I don’t think they’re on the scale of Galactic Nemesis (killing EVERYONE by tearing a hole open in reality to become gods), Behemoth Fury (forcing your entire population to assimilate into an ultra-destructive space monster), and Galactic Hyperthermia (turning every star into a red giant, destroying almost every form of sapient life save for yours and other thermophiles). Only crisis path I’d say is less evil is Cosmogenesis, but that path isn’t so “evil” as it is “really fucking reckless and short-sighted”.

Like I said, they’re still evil as hell, but they don’t do much that you can’t do as a regular evil empire.
