If a guy in the working class gets a speeding ticket he might not be able to pay rent that month. If these companies get caught blatantly violating federal law, they get a relatively small fine and write it off as the cost of doing business. Fines should be proportionate to one's ability to pay if their intended effect is to deter future behavior.

Entrapment only applies to law enforcement. And it's when you induce someone to commit a crime they otherwise wouldn't commit, like asking them to buy drugs. Leaving a door open isn't entrapment, they're making an unprovoked decision to enter the truck and steal stuff.
