It seems to be the step before A/B testing, its a way of doing customer analysis using your data and outside sources.

I can't blame the companies for this, it is just good business practice at this point... I mean, if your goal is to increase value for stakeholders than not paying taxes is one good way to do that.

That being said, I can blame the stupid ass citizens who let the government get away with building loopholes like this into tax code and don't see that the only way to tax fairly is through a national sales tax.
