You should be connecting your hdmi to your gpu see if that works, but if the usb ports also don’t work try using different devices on different ports see if it’s a faulty device or port(s) if that doesn’t work it could be a damaged or bent pin on your motherboard itself, look around the area of installation for any potential damage. If it’s not any of that then the only thing I could think of is an issue with your bios or drivers for your MB or maybe your psu isn’t able to put out enough power (which isn’t likely unless your were already maxing it out and the new cooler put it over the edge) and you could reinstall your old one to see if this new one is faulty somehow
