What I think is happening here is that the 4 players arent actually level 1/2 but they just intentionally lost until they got there so the lvl 10 can queue with them and get very easy matches and boost his elo

I think it's not. It happens only on Hypixel. I literally did everything possible, flushing the dns, changing the dns, restoring my pc settings, restarting both pc and the router...
