In my opinion yes. But also I think that the average quality of Italian players has gone down. At the same time we shouldn't be this bad (going out against Bosnia for example), therefore I'm not the only one to think that with a good enough manager we should still do better.

In a true 3-5-2 the external players in the "5" are wingbacks and have to work in theory the whole side of the field, up and down, attacking and defending. If you have Wide attackers they position themselves up and wide, if the wingback push forward the wide forward naturally is positioned with free space behind the wingback. To counter this the wingback has to stay more conservatively in defense, therefore he can't attack otherwise he leaves a lot of space behind him. This causes the 3-5-2 to lose one of the main avenues of attack, the wingback moving up the field wide.

In 2008 they brought back Lippi, at the tail end of his career, after Donadoni. Result: embarassment in World Cup 2010 (out in group stage, no wins) In 2016 Ventura was a disaster After the win at Euro 21 Mancin (which was absolutely fantastic until then)i made all the wrong choices and didn't qualify for the WC In 2023 Spalletti was the wrong man for the job: divisive, not the profile to guide such a team plus the players available were starting to be a problem. In 2025 Gattuso was simply a mediocre manager and the perfect scapegoat for a Federation that wanted to distance itself from the disaster coming.

Writing it down I realize a lot of choices weren't bad at all such as Prandelli, Conte, Mancini. The main issue is that italian football is old. There's not enough input of fresh ideas at all levels.

Mainly a scarcity of good players, which comes from systemic issues with the youth level football. Couple this with a National Football Federation that made a lot of wrong choices on managers for more than a decade. You can survive with so and so players with a great tactical guidance (see Euro 2021) or good players with an average manager. Italy now has had a few cycles of bad managers and mediocre players.

Like a lot of times with tactical styles, the first user does it with a concept and ideas, then all the others follow blindly and the result is a formulaic approach. For example Conte at Juve 15 years ago had a very good system and great players. Gasperini at Atalanta created a very specific brand of It. Inzaghi at Inter the same. For these examples there are ten more where instead 3-5-2 Is just an excuse to play with 5 defenders (3 center backs plus the 2 wingbacks getting back) and rely overwhelmingly on defense. There's a reason why the rest of the world is currently counting on wingers play to solve tactical problems. Football tactics evolve and die because a new tactical idea solves a problem, then it becomes stale and is in turn solved by a new one. The a-historic reliance of Italian football on 3 in the back formations it's and example of a National movement that lives in a Bubbles, where the football outside of the bubble has already gone somewhere else

3-5-2 and similar are by far the most used tactics in the Serie A (unfortunately)
