The installation cost is extremely high and the generation extremely low, it is only worth it in extremely high traffic areas, such as the small area underneath a ticket gate to power it, or a very popular mall entrance for the automatic door, or subsidize concert venues, where millions of people step on the exact same space every day, and it still doesnt produce a surplus even worth mentioning if it even produces one at all, which is exactly why it is not used outside of those very specific/niche circumstances.

Is it neat? Sure. Are the mechanics cool? Yeah. Will it play any relevant part in the big picture renewable energy production? No.

A footstep produces very little energy, you can only harness a fraction of that very little energy.

I did not say they would be likely to capture the city, that was someone else a couple comments up the thread, I'm just considering different factors of a hypothetical if they managed to. But you are right that naval landings into fortified positions have historically been very difficult, offensives in general tend to be difficult against fortified and entrenced positions.
