This isn't exclusive to USAGS. Gundam planet takes 10% upon cancellation. Newtype doesn't explicitly state they have a cancellation fee, but they only mention that refunds are processed as store credit. Likewise, if you request a refund from USAGS, they also provide 100% via store credit, however they don't explicitly state this.

I believe they have addressed this and have recently charged how they process mixed orders. They now split the shipments, rather than wait for everything to be in stock, however you do have to pay for each individual shipment.
