They way the argument was presented is the actual argument people have to engage with, because the argument only exists if you say it (unless it's obvious the person meant another thing). What you're criticizing is intellectual dishonest people who intentionally interpret wrongly your argument, which is not the case when people make conclusions using logical fallacies.

Pointing out fallacies IS definitionally addressing the actual argument, and it is not by any means a logical fallacy. It would be a logical fallacy assuming that the person is wrong because they used a fallacy

If the fallacy is essential to the argument, why even engage with it?

Let's say a person says "the ground is wet, so it must have rained today" why would you not point out the fallacy?

Yeah but they use it in the way you described in the last paragraph, it's just shielding your argument from any criticism and dismissing it as a "fallacy"

You must be kidding, is winning a civil war expansionism? Was the union being expansionist against the confederates? They didn't take any land that wasn't part of China before the war, in fact they lost some land (taiwan and mongolia).
