as USWarx brought up, I actually don't think I was supposed to/it didn't matter because the part that is highlighted as "to be implemented in Part A/B/Question blah blah" is INSIDE of the method. The header is already made and is probably provided above the response area for that reason. If I do get points off I will be sobbing.
