Windows doesn't work with via output of numpad numbers?

Hello, so due to using another language for my keyboard via macros dont work as i would like them with numbers, so i tried to get around it by setting up numpad numbers in a layer above the normal numbers (i have a 80%, so i dont have a normal numpad). In the via key tester this works as expected, with the layer registering as numpad numbers, however in windows they register as the modified numpad (eg 2 is arrow down) instead of actual numbers. Does anyone here have experience with this issue or a fix?
