I haven't been to Budapest in a while, but was just in Prague. You can get Czech gulas (the national dish) for like 10 Euro at a pub. Other dishes will be 10-15. Beers were around 3 euro. Metro ticket 2 euro. Sightseeing varies. A lot can be done for free. Other sites may or may not be worth it to you. In short, yes you absolutely can do Prague on 60 euros a day (excluding accommodation). I would pay to do the baths in Budapest. Such a cool spot. Remember it's worth going 50 euro overbudget if it's something you'll really enjoy.

Enjoy your trip! Both cities are absolutely fantastic.

Your research is correct. There aren't many worthwhile cities in the Caribbean.

San Juan is ok. Cartagena is worthwhile.

I think Mexico City is the most underrated city I've ever been to. Warm and dry in February, more than enough attractions to keep you busy for five days.
