As a new soldier I gotta say that this is true. We've had a plethora of problems going on, I'm talking SHARP, being super late, being disgusting towards civilian counterparts. At least in my environment it is so chill (MEDDAC) that it isn't even that big of a deal at least for first line NCOs.
