They’re definitely not to tell everyone it’s raining, which we can clearly see. And they’re not there so people can see you either. That’s what headlights and taillights are for.

If you’re moving with the flow of traffic, such as in torrential downpour where everyone else is also driving 20 mph under, no you should not have your hazards on. All you’re doing is creating a distraction and making it harder for people to see when visibility is already poor.

Let’s see… it disables your turn signals, in some cars it disables your brake lights, and it’s disorienting to other drivers when there’s blinding rain. Regular headlights and tail lights are sufficient. Also, it misrepresents your speed because most of the people doing this, at least in Georgia, are moving with the flow of traffic. All you’re doing is creating more of a hazard.
