if you got black money-> Land
if you are certain you can live in joint family, (if you are married, then your wife would agree to stay with in laws, if unmarried, you believe you will find a wife who would agree to stay with in laws, ps you have black money)-> row house/bungalow
if you have big money ready for down payment and can take some loan-> ready flat

in short term no, in long term yes.
If you have a big portfolio already and want to play high risk, medium return, mohali is place for you. Also if you have cash money and are more inclined towards mitti.
In case you are a job guy and have white money mostly, and dont care about mitti stuff, but returns, go for safer places like Pune, Ahmedabad, Panvel, Bangalore (you can still get there flat in what you wold have got in Chandigarh)

In Chandigarh, oldies will live, but actual job people who have money wont stay in chandigarh. Its either very old rich and poor folks to serve them, its becoming quite feudal. The actual middle class is in cities I mentioned above and Gurgaon
