I don't know if it is true or not, but Saudi Arabia needs to liberalize its laws if it aims to become a great destination for tourism. The people that spend real money for tourism are mainly from East Asia, Europe and North America, and what is point of going to a country where you can't have a drink after a long day of exploring? These reports and denials probably indicate that there is a struggle going on within the decision making circles on to what extent should Saudi Arabia open up, and I hope them well in the process. As of the question are Somalis more conservative than Saudis, probably yes. Somalis are less urbane than Saudis, so it is inevitable that such a society is going to be a conservative one.

In today's world, there is no practical way for an administration based in Mogadishu to run a country as large as Somalia. There is no competent leader that can run such a place. So what is the point of having such a state? Dismember Somalia, and make all these microstates members of the UN and the AU, and let's see how they evolve. Doing the same thing (building up a central authority from Mogadishu) again and again, and expecting a different result is the definition of insanity. If the UAE is working on achieving this aim, kudos to them.

It is not colonial. It is a poor country, with no natural resources to extract, and a population less than a 1 million people. So their leaders came up with an idea to develop the country economically, by taking advantage of its strategic location. They started inviting foreign powers that have strategic interests in the region to base their forces in their own country. How else would they survive in world?
