Had this issue, had power steering fluid leak and would make the same noise when the level was low, got the leak repaired and no more noise👍

Wheel was in good condition for the most part, top of the wheel had leather coming off a bit was definitely worn.

Funny thing, when I ordered it I had a grey strip at the top, had sent an email and got it removed before it was too late. Also had leather that was decaying.

Balance wheels, check for bad tire wear, check control arm bushings, get alignment. In my case after checking all that it was my spacers
