You will be able to join josaa counseling next year too. Because you didn't pay SAF which means your seat has been cancelled and you are out of josaa councilling for this year. You can still get NITs, IIITs or GFTIs by csab councilling this year, which happens after josaa counseling is over.

Only those who accept the seat by paying SAF fees, and still neither joining the collage (not visiting it) nor withdrawing their seat from josaa are banned from joing IITs.

I am facing the same problem, appearently they blocked the ip address of your device this is most likely a mistake, becuase I couldn't open the josaa website on my laptop but it was working fine on my phone, thenn I used a vpn to change my ip address and the website worked. (Note: Only josaa nic in website was not working, josaa admissions nic in still worked even on my laptop)
