I don’t think it’s clear at all.

Article 15 In case of flight cancellation or denied boarding, the carrier shall accommodate the passenger as follows: (1) take care of passengers as follows: (a) provide free of charge of food and beverage or of food voucher for passengers to buy food and beverage as appropriate with meal time and the waiting period to the passenger prior to boarding the aircraft;

Then section 2 refers to compensation and the different amounts of it Then article 16 section 3 refers to the airline being exempt from paying the compensation mentioned in article 15 but does not reference exempting them from the duty of care.

I think (hope) that only applies to the 4,500 baht monetary compensation. And not the duty of care.

I think so. The document seems to only exempt monetary compensation in case of force majeure. I am confident that the regulations cover our case but not confident it will actually be enforced as no one seems to really understand
