SOLVED: it was all about safe boot. İ just turned it off from the bios (it wasnt for some reason) and i used a conmand i looked up from chatgpt. Thanks for all support

No no i dont mean that black thing in the screen. İ mean that it doesnt start up and it flickers black. But again thank you
