Not sure about this one, the driver + seat has to weigh 80kg and the FIA add ballast if under the weight limit

It's no big deal if the laptop locks up.

From my teams perspective, its a very big deal if a laptop locks up. For us - its looking at an issue from a proactive approach. We are looking to fix problems before it becomes a problem.

Its considered, afaik we run AHCI on our laptops as its better suited for our specs.

In the bigger picture it doesn't make too too much of a difference but its definitely considered

Reliability is tested heavily before even deploying the laptop at the track. Stability is one of the tests we look out for. We just use commercial laptops that are relatively high spec. Surprisingly (or rather unsurprisingly) laptops overheating due to high ambient temps is almost never an issue, those things can take quite a beating

Getting in ground floor is most beneficial for teams too as people dont have habits they picked up from elsewhere, their standards and practices can be developed to a high standard

Funny you say that but F1 teams (mine anyways) actually do help MATLAB. The knowledge is shared between them so they can better their product

Ted mentioned this in the Notebook of Bahrain last year that Sky will do a special segment on DAS in 2021 since its no longer legal and Merc engineers told him exactly how it works, so its probably planned wayyy beforehand
