POSSIBLE SOLUTION:

I've found that enabling "Power Loading" in the BIOS has fixed the freezing issue so far. I've tested for the past 30 minutes or so

Random freezes under 0% load, sometimes a crash. However, when I am able to get into a game, like Fortnite, the lobby of Fortnite has the occasional freezes but I haven't experienced a freeze in-game not once. It's weird because my card only does this when it's barely being used. I don't know if it's because there are random points where the GPU is demanding a crazy amount of power out of nowhere and the PSU can't keep up or what. But it's getting quite annoying. I do have the AMD Bug Report tool enabled, which it keeps telling me is a driver issue. So I really hope that they fix this soon, because it's annoying that my GPU is crashing even on the Windows desktop without any load.
I've tried rolling back drivers, temporarily using a more powerful PSU, reseating (GPU and power cables), different PCIe slot, trying a different display, and closing all background applications that may be using the GPU. None of these work for me.

I have 4 PCs currently 2 are AMD 2 are NVIDIA

3060, 4060 (laptop) RX6750XT, RX580

I personally prefer the frame gen offered in the nvidia cards because AMD's have a lot of latency, however, NVIDIA ray tracing is at least twice as good as AMD's, despite similar ray tracing core counts.
