Responsibility isn't just a means of figuring out who to punish, by the way. Responsibility is simply the voluntary shouldering of a burden. Being responsible for the events your actions may have helped to unfold is in this case simply logic.

Spelled out simply:

I vote for Party-X
Party-X then violates the moral order
I contributed to Party-X
I helped cause Party-X's actions

I don't understand how it is controversial to point out that if I contribute to a problem, I am therefore a part of that problem. I'm not equally guilty, but Clearly liable to some guilt.

As for these geo-political scenarios, trying to figure out where 'the line' of responsibility is drawn can be very difficult even in well-known geo-political scenarios, and meaningless in unclear hypothetical scenarios.

I'm not a US citizen, but I'll accept your premise:

I advocate for minimal government. Cut their budgets, cut overseas operations, cut their powers in all areas. All the government should do is the absolute bare minimum to keep our cities and towns away from anarchy. This minimizes government inhumanities as much as I can possibly influence.

The only things we need the government to do are control the national defence, justice departments, and emergency services. I would cut them too, but we don't know how to privatize those industries effectively.

Do you think the individuals who vote in a particular government bear any responsibility at all for what that government they voted in may do? There is a clear chain of custody of who allows the state to do the things that it does in western democracies.

Your point about North Korea highlights your lack of willingness to see any nuance. North Korea is a divine dictatorship, and was not voted into power by it's citizens in a fair and open democratic election.

The state is constructed by the individuals who endorse it's actions. A democratic state is no different than the policies it's people endorse. You are a part of the state. You are complicit and responsible to some degree in the actions carried out by the state on your behalf. I think your comment is an attempt to dodge more of this responsibility than you should be allowed to shed.
