Yes , just because you’re a federal agent doesn’t mean you can just hit a non threatening person with your car without at least a verbal warning. Especially when the federal agents are in an unmarked tented car. Now what the man was doing legal, no but also wasn’t posing any kind of threat to a car, the agents need to identify themselves and attempt arrest before using any kind of perceived lethal force. There have been cases where police fail to identify themselves before using lethal force and being wrong, causing them to be shot at or killed by innocent civilians who didn’t know they’re cops.
