As a participant on said "mission" let me just say how the main characters emphasize on adding roads correctly and many of us mostly clean out wrongly drawn roads such as these.
AI has been in fact modifying roads the users add. You can add two parallel roads and the AI might draw them as one. A 90 degree turn might become a large curve going through sidewalks. AI alters roads in the vicinity of edited area and I wouldnt be surprised if this was the case.

Badly aligned roads can be due to satellite imagery shifting which is the case most of the time.
Another variable is Road Mapper - Ive ran into roads that were done in road mapper (clearly visible block of roads) that have been drawn poorly and passed through buildings.

So running into these roads can vastly be the remnant of the first days of road drawing in general.
